This tool I stumbled upon at Techcrunch lets you tag everything on your desktop. That way you can tag everything on your desktop and arrange it properly. The tags will simply stick to your files. It only works with Windows XP
All you have to do is download the tool and you can use it either as a floating tool bar on your desktop or you can integrate the search box into your tool bar. To integrate into your tool bar right click on the tool bar and the tool bar>tag2find tool bar. To have the floating tagbox just double click on the tag2find icon in your systray.
You can even drag and drop files to the Icon for tagging.
